3.         Presentation, discussion and possible action on a proposed Aggie Field of Honor associated with the City’s proposed municipal cemetery.

 

4.         Presentation, discussion and possible action providing Council direction and possible policy changes on the use and computation of user fees.

 

5.         Presentation, discussion and possible action on an ordinance amending Chapter 11 “Utilities” of the City of College Station Code of Ordinances adopting standards for construction of water and sewer main extensions.

 

6.         Discussion and possible action on future agenda items – A Council Member may inquire about a subject for which notice has not been given.  A statement of specific factual information or the recitation of existing policy may be given.  Any deliberation shall be limited to a proposal to place the subject on an agenda for a subsequent meeting.

The City Council may seek advice from its attorney regarding a pending and contemplated litigation subject or settlement offer or attorney-client privileged information.  Litigation is an ongoing process and questions may arise as to a litigation tactic or settlement offer, which needs to be discussed with the City Council.  Upon occasion the City Council may need information from its attorney as to the status of a pending or contemplated litigation subject or settlement offer or attorney-client privileged information.  After executive session discussion, any final action or vote taken will be in public.  The following subject(s) may be discussed:

The City Council may deliberate the purchase, exchange, lease or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the City in negotiations with a third person.  After executive session discussion, any final action or vote taken will be in public.  The following subject(s) may be discussed:

 

1.         The purchase of property on Foster Street

 

2.         Property for future cemetery, parks and other public uses located southeast of the Wellborn community and northwest of the Millican Community in Brazos County.

 

3.         Discussion of possible site for city cemetery located at Harvey Mitchell Parkway and Raymond Stotzer Parkway.

Vision Statement 1 – Core Services

 

12.1     Discussion and possible action on the minutes for workshop and regular meeting for November 13, 2003 and January 22, 2004.

 

12.2     Discussion and possible action on a Juvenile Accountability Grant resolution to approve application for educational program for First Offenders Program.

 

12.3     Discussion and possible action on Change Order Number 5 to the Parallel Transmission Line and West Side Water Loop construction contract with Garney Companies, Inc., in the amount of $41,926.96.

 

12.4     Discussion and possible action on a resolution awarding a contract to Young Construction to overlay portions of Rock Prairie Road, Cain Road and Old Wellborn Road in the amount of $145,200.00.

 

12.5     Discussion and possible action on an ordinance vacating and abandoning a 20 foot wide sanitary sewer easement located on Lot 2, Holleman Place Subdivision, City of College Station. 

 

12.6     Discussion and possible action on a request for Sewer Oversize Participation (OP) for $194,090.00 in the Reatta Subdivision.

 

12.7     Discussion and possible action on a revised Advanced Funding Agreement with the Texas Department of Transportation to include the City of College Station Texas Avenue Utilities Relocation Project in the Texas Department of Transportation Texas Avenue Widening Project.

 

12.8     Discussion and possible action on a resolution authorizing the Mayor to execute an agreement with TxDOT to provide funds for the acquisition of property for the widening of FM 2154.

 

12.9     Discussion and possible action of Change Order Number 1 for the Greens Prairie Road Widening Project in the amount of $57,121.90.

13.1     Public hearing, discussion and possible action on an ordinance amending the  Comprehensive Plan from Medium Density Residential to Retail Neighborhood for the area south of the Bernadine Estate Subdivision and bound by the East Bypass Frontage Road at Deacon and Texas Avenue South.

 

13.2     Public hearing, discussion and possible action on an ordinance rezoning Lot 2, Block A and Lots 1 and 2, Block B of the Haney-Highway 6 Subdivision consisting of 5.69 acres generally located near the Northeast corner of Texas Avenue at Deacon from C-3, Light Commercial to PDD, Planned Development District.

 

13.3     Public hearing, discussion and possible action on an ordinance to issue a conditional use permit for a night club for Clark Moses Entertainment, located at 2206 Texas Avenue South in the Brazos Square Shopping Center.

 

13.4     Public hearing, discussion and possible action on an ordinance rezoning Tract 9, consisting of 9.62 acres, and Tract 7, consisting of 5.22 acres, of the Kenneth W. Schick Addition, generally located on the southeast corner of Southwest Parkway and Wellborn Road, from A-O Agricultural-Open and C-1 General Commercial to 11.98 acres R-4 Multi-Family and 2.86 acres A-O Agricultural-Open.

 

Vision Statement 4 – Economic Development

 

13.5     Presentation, discussion and possible action on the proposed Terrace Pines Apartment Homes senior housing project and authorization for the Mayor to sign a resolution and letter of support.

 

14.       Discussion, review and possible action regarding the following meetings:  Brazos County Health Department, Brazos Animal Shelter, Brazos Valley Council of Governments, Cemetery Committee, College Station Business Development Corporation, Facade Improvement Program Advisory Committee, Historic Preservation Committee, Intergovernmental Committee and School District, Joint Relief Funding Review Committee, Library Committee, Metropolitan Planning Organization, Parks and Recreation Board, Planning and Zoning Commission, Sister City Association, TAMU Student Senate, The Research Valley Partnership, Transportation Committee, Wolf Pen Creek Oversight Committee, Zoning Board of Adjustments, International Festivals Committee.  (See attached posted notices for subject matters)

 

15.       The City Council may convene the executive session following the regular meeting to discuss matters posted on the executive session agenda for February 12, 2004.
