Economic Incentive Negotiations {Gov’t Code Section 551.087}; possible action

The City Council may deliberate on commercial or financial information that the City Council has received from a business prospect that the City Council seeks to have locate, stay or expand in or near the city with which the City Council in conducting economic development negotiations may deliberate on an offer of financial or other incentives for a business prospect.  After executive session discussion, any final action or vote taken will be in public.  The following subject(s) may be discussed:

 

            1.         The proposed city conference center and associated privately developed hotel.

8.1       Hear Visitors:  You may talk to the City Council for three (3) minutes on city issues not on the posted agenda.  The City Council by law cannot discuss the issues you present tonight.  The City Council after hearing you, may ask the City Manager to look into the issue, or place the issue on a future agenda for discussion.  Please give your name and address for the record before you talk to the City Council and register with the City Secretary after speaking.

 

Consent Agenda

 

9.1       Bid No. 03-06 – Discussion and possible action on the rejection of bid No. 03-06 for one (1) motor grader to be used by the Brazos Valley Solid Waste Management Agency.

 

9.2       Bid No. 03-018 – Discussion and possible action on award of bid to Orion Construction Inc. of Bryan, Texas in the amount of $91,500.00 for the construction of an office building at the Rock Prairie Road Sanitary Landfill.

 

9.3       Discussion and possible action on an interlocal agreement between the City of College Station and Burleson County for the sale of four police vehicles in the amount of $24,000.00.

 

9.4       Discussion and possible action on the award of the annual agreement for gasoline and diesel fuel for both entities to Brenco Marketing Corporation for an estimated expenditure of $486,420.50.

 

9.5       Discussion and possible action approving the purchase of real property needed for Fire Station Number 5 and authorizing the Mayor to execute the real estate contract to effect the conveyance for the property.

10.1     Public hearing, discussion and possible action on an ordinance rezoning 3.12 acres for the Simmons Addition from A-O Agricultural-Open to A-OX, Existing Rural Residential at 3435 Barron Cut-off Road.

 

10.2     Public hearing, discussion and possible action on an ordinance rezoning 1.128 acres for the Fedora property from A-O Agricultural Open to C-1 General Commercial, at 12925 Wellborn Road.

 

10.3     Public hearing, discussion and possible action on an ordinance repealing Section 5, Newly Annexed Territory and amending Section 7.1 District – Agricultural Open, of the Zoning Ordinance. 

 

10.4     Public hearing, discussion and possible action on an ordinance amending Section 14, “Conditional Use Permits” and Section 8.12, “Conditional Uses” modifying the review and approval process for conditional use permits.

 

10.5     Presentation, discussion and possible action on an ordinance providing for the issuance of City of College Station, Texas Certificates of Obligation, Series 2003; and ordaining other matters relating to the subject, including immediate effectiveness.

 

10.6     Presentation, discussion and possible action on an ordinance authorizing the issuance and sale of City of College Station, Texas Utility System Revenue Refunding Bonds, Series 2003 Awarding the Sale of the Bonds; approving the Official Statement; and all other matters related thereto, including immediate effectiveness.

 

10.7     Presentation, discussion and possible action on the 2002 Gainsharing Distribution.

 

11.       The City Council may convene the executive session following the regular meeting to discuss matters posted on the executive session agenda for 12/5/02.
